Abstract

Three volumes contain letters, laws, charters, reports, proclamations, petitions, and other official and semi-official documents relating principally to early Pennsylvania and New Jersey, signed by or addressed to William Penn, among others. A fourth volume is Penn's cash book, 1699-1703, which records expeditures, payments of quit rents, etc. Tipped in is "Catalogue of Goods left at Pensbury," and of goods left at Philadelphia, 1701.

Background note

William Penn,1644-1718.

As a young man, William Penn first heard the beliefs of the Society of Friends during a stay in Ireland. Their belief in the promotion of religious toleration, liberty of conscience,the espousal of personal equality and representative government resonated with him as a way to mend the world he considered filled with follies and vanities. Eventually he became a member, and was jailed four times for speaking about his faith in public. The tenets of the Society of Friends dissented from the tenets of the Church of England, and as such were seen as a threat to both church and civil authority.

In 1677 he joined with others to become propieters of West New Jersey in America and is thought to be the author of "The Concessions and Agreements of the proprieters, freeholders and inhabitants of the province of West New Jersey in America."

Highlights from this document include:

"No men, hath power or authority to rule over men's consciences in religious matters."

"That there may be a good understanding and friendly correspondence between the proprietors, freeholders, and inhabitants of the said province, and the Indian natives thereof."

"It is agreed, when any lands is to be taken up for settlements of towns, or otherways, before it be surveyed, the commissioners.. are to appoint some persons to go to the chief of the natives concerned in that land, so intended to be taken up, to acquaint the natives of their intentions, and to give the natives what present they shall agree upon, for their good will or consent..."

"That in every general free assembly, every respective member hath liberty of speech."

"That all the justices and constables be chosen by the people; and all commissioners of the publick seals, treasuries and chief-justices, embassadors and collectors, be chosen by the general free assembly."

Following the death of his father in 1670, he inherited a crown debt of £16,000 which his father had lent to Charles II soon after the monarchy was re-established in 1660. In settlement of this debt in 1681, he was granted land on the west bank of the Delaware River in the American colonies, making him proprietor of Pennsylvania. William Penn wanted the province to be called Sylvania,which means Forest Lands, but the King insisted on the name Penn being prefixed in memory of Penn's father, therefore, it became Pennsylvania.

The grant included land between the 40th to the 43 parallel and was designed from river to river in a pattern of squares with open space to slow fire from burning the whole settlement and to limit the spread of pestilence, two devastating events he experienced in London.

He called the settlement Philadelphia and spent two years establishing a society to put into practice a 'Holy Experiment' following the ideals of the Society of Friends that seemed impossible to attempt in Europe. People came from all over the world as well as from intolerant New England colonies to find a home in Philadelphia.

Following the American Revolution, William Penn's ideas endured and influenced the content of constitutions of several states and of the United States Constitution nearly a century later.

General note

"Catalogue of Goods left at Pensbury" was printed, with omissions and changes, in "Correspondence between William Penn and James Logan" 4:62 (Historical Society of Pennsylvania "Memoirs" 9).

Early American History Note

This collection of William Penn's miscellaneous documents and letters largely consists of material relating to the early settlement of Philadelphia and Pennsylvania. There are also records that relate to William Penn's interests in the Jerseys. Most documents are from before 1710, although some do come after and some appear to be manuscript copies of older documents. Most of the documents are signed by or addressed to William Penn and have been published in various publications from the Historical Society of Pennsylvania and in the Papers of William Penn.

The collection also includes documents relating to the proprietor's ownership of land, including quitrent rolls and cash books. Among the interesting documents included in the collection is a "tree" drawn by James Alexander for Andrew Hamilton showing the history of land grants in the Mid-Atlantic, especially as pertains to New Jersey, and a political cartoon depicting the 1765 Pennsylvania election. There are also records from the 1720s-1730s on the border dispute with Maryland, a couple of documents on the Seven Years War, broadsides of British speeches on Irish affairs from the 1780s, and some other documents from the 1790s.
