This bound volume contains a series of documents relating to a Council of War held at Perth Amboy on September 17, 1776 in the midst of the War for Independence. During the Council, Hugh Mercer, serving as President of the Council, recommended an attack on Staten Island. Some of the documents date to the nineteenth century and involve the conveyance of the material to the APS from Hugh Mercer Jr.
